To support organisations with requirement 4.C.1 (manual 3.1) and requirement 3.C.4 (manual 4.0), SKAO has compiled a pool of experts from which an expert can be chosen.
Nominating an expert yourself
An organisation can also nominate an expert for inclusion in this pool via the SKAO Procedure and Criteria.
Inspiration list of discussion topics
SKAO offers an inspiration list for experts and NGOs to guide these dialogues with large organisations. This document is not mandatory but serves as a resource for meaningful discussions. Experts cannot require organisations to provide specific documents based on this list.
Uniformity and rates
To ensure consistency, SKAO sets a maximum fee of € 600 per dialogue, based on half a day’s work. For detailed information about the dialogue requirements, we refer to Handbook 3.1 (in Dutch), specifically section 4C1 starting on page 74.

Adriaan van Engelen
Director of the Stimular Foundation – The workshop for sustainable enterprise
Adriaan has worked at Stimular as an advisor and director since 1994. He has a technical background (from Twente University of Technology) and experience in guiding companies in various sectors towards sustainable business practices. These include companies in the metal, construction, installation, plastics, automotive, bakery, meat processing, laundry, horticulture, trading, logistics and healthcare sectors. In addition, Adriaan is a concept developer for programmes for sustainable enterprise, monitoring benchmarks, eco-labels and the energy transition. Adriaan likes to make difficult issues simple and manageable in order to better communicate and increase ambitions for sustainable enterprise.

Andre Nijhof
Professor of Sustainable Business and Stewardship, Nyenrode Business University
André Nijhof studied industrial engineering and management at the University of Twente and obtained his doctorate at the same university in the field of organisational change around social issues. After obtaining his doctorate, he worked for six years as a senior consultant on integrated management systems, making supply chains more sustainable and corporate social responsibility, and he was chairman of the Dutch Business Ethics Network. André has been a professor of Sustainable Business & Stewardship at Nyenrode Business University since 2016. He provides executive education such as Finance in Transition and the CSR Expedition, provides in-company programmes such as Frontrunners in Stewardship and teaches courses on sustainability and innovation in Nyenrode’s BSc, MSc, MBA and governance programmes. This education builds on his research into sustainable market transformation in various sectors and the way in which frontrunners anchor social commitment in the core processes of an organisation.

Dian Phylipsen
Phylipsen Climate Change Consulting / SQ Consult
Dian has previously worked at Ecofys in various roles in the field of climate change and energy.

Diane Zandee
Programme Manager Sustainability & Finance – Nyenrode Business University; independent consultant
Diane is an international expert in guiding companies through the transition to sustainability and the circular economy. She helps with strategy, change processes and organisational management. Diane is affiliated part-time with Nyenrode Business University, where she focuses her research on ‘decision-making and the financial challenges of the circular economy’. In her teaching at Nyenrode, she focuses on multiple value creation, risk management and sustainable transitions, subjects within the financial and executive programmes that tie in well with her own background as a chartered controller.
Expertise: circular economy, business models, value creation, risk management, governance and transitions.

Elske van de Fliert
Sustainable mobility expert
Founder of the CO₂ reduction programme for the vehicle fleet and mobility. Expert in the field of greener, cleaner and smarter driving. Working in the field of sustainability since 2004, and specifically in the field of vehicle fleets and mobility since 2007.

Frank De Mulder
Independent consultant – Ensomme bv Manager-Advisor at Bopro nv
Frank was previously active as environmental policy director for the Province of East Flanders. He is currently a process supervisor for complex projects and sustainability and transition projects – process supervision for spatial projects.

Frans Rooijers
Director of CE Delft
Frans has worked at CE Delft since 1990, first as an energy consultant/researcher and since 1999 as a director. Prior to that he was energy coordinator for the municipality of Velsen. He studied Electricity Supply at Delft University of Technology.
Expertise: electricity supply, energy in the built environment, government instruments.

Frits Wuts
CO₂ Performance Ladder consultant
Formerly CSR manager and responsible for maintaining the CO₂ Performance Ladder of InTraffic and ICT Group nv, among other things.
Expertise: knowledge of setting up and maintaining the CO₂ Performance Ladder, design and implementation of chain analyses, progress reports, sustainability tooling, knowledge of EEDs, Ecovadis etc. Sector-specific expert for ICT

Geert Bergsma
Manager of the Life Cycle Analysis department at CE Delft
As manager of LCA projects at CE Delft, Geert is responsible for project acquisition, project management and stakeholder dialogue, among other things. Geert has gained experience in the field of LCA studies of products, materials and packaging. He is also an expert in the LCA of food products and sustainable waste management systems, and has knowledge of sustainability, bioenergy and biofuel. In his role, Geert works with governments, social organisations and industry, among others.

Hans Kröder
International sustainability expert
Hans is an international sustainability expert and has guided more than seventy organisations in the private and public sectors towards a sustainable strategy and its implementation. Hans was directly involved in the worldwide development of ISO 26000 Guidance on Social Responsibility and ISO 20400 Sustainable Procurement and, since early 2019, in a new international guideline for ‘Circular Economy’. He developed the CO₂ reduction pillar for the National Sustainability Institute, based on ISO 14064 and the CO₂ Performance Ladder.

Kornelis Blok
Professor of Energy Systems Analysis at Delft University of Technology and lead author at the United Nations Climate Panel (IPCC)
Kornelis has previously worked as founder and director of the consultancy firm Ecofys and as professor of sustainable energy at Utrecht University. He has also played an important role in the development of European and international climate policy.

Michaël Steenbergen
Assistant Professor Dynamics and Durability of Structural Interfaces, TU Delft
Michaël works in the Engineering Structures department of the Civil Engineering faculty at TU Delft. With his interdisciplinary team he focuses on the physics of degradation and life-cycle-proof design of dynamically loaded (transport) systems. Examples include the role of rail surface conditioning on further service life performance in terms of wear and rolling contact fatigue, and benchmarking traditional rail design and maintenance from the perspective of minimising track degradation and vibration emission. Based on his research, he plays a leading role in technical innovations in the European rail sector.
In addition to his academic role, Michaël has a consultancy that focuses on identifying, analysing and preventing metallurgical/tribological damage in systems/constructions subject to dynamic stress.

Michel Davidts
Consultant renewable energy, electrical-Mobility and charging infrastructure
Michel is active in the field of renewable energy in both Belgium and Europe. As an independent consultant with in-depth knowledge of both the regulatory and technological aspects, Michel is an expert in reducing CO₂ emissions through local production from solar and wind power, charging infrastructure, storage, methanisation, incineration and heat pumps. Michel also has a great deal of experience in formulating purchasing strategies for the energy required that cannot be produced locally.

Michel van Gorp
Independent energy and environmental consultant
Independent environmental consultant recognised by the Flemish government (environmental coordinator A) and former lecturer at the Karel de Grote University of Applied Sciences (Management & Technology Education Group) in Antwerp. Guest lecturer at the University of Antwerp (Institute for Environment and Sustainable Development – IMDO) for many years. Previously worked for the Union of Self-Employed Entrepreneurs (UNIZO).

Mirjam Harmelink
Harmelink Consulting / SQ Consult
Mirjam’s past and present positions include working as an energy and climate programme manager for Utrechtse Energie at the Municipality of Utrecht, unit manager and senior consultant at Ecofys, programme manager at SenterNovem and researcher at the National Institute for Public Health and the Environment (RIVM).

Monique Voogt
SQ Consult, Managing director and co-founder of Sustainable Quality (SQ) Consult
Monique has held various roles in sustainable energy and climate consultancy, including as a researcher at the University of Twente and at ECN, and as director of energy and climate strategy at Ecofys.

Nele de Belie
Professor and director of the Magnel-Vandepitte Laboratory for Structural Engineering and Building Materials, Ghent University
Nele heads the ‘concrete and environment’ research group that studies the sustainability and environmental impact of concrete. This also includes research into alternative binding agents in the context of a circular economy.

Paul van de Lande
Independent consultant/researcher at Amsterdam Consultants and TNO
Paul has worked as a consultant on logistics, traffic and transport for a number of different consultancies and agencies since 1986. He has a technical background in logistics, but his work experience has also given him an affinity for complex policy issues in the traffic and transport sector. The relationship between transport and logistics, spatial development and sustainability is one of the spearheads of Paul’s experience and interest. From the Amsterdam Consultants partnership, Paul works with various organisations for various public and private clients. Economic, technical, spatial and sustainability aspects are jointly addressed in many of the projects Paul has carried out.

Serge de Gheldere

Climate ambassador for Al Gore’s The Climate Project, councillor of the Euro-Mediterranean Energy Efficiency Forum and co-founder of the Climate Case in Belgium.
Expertise: Serge has a very broad strategic knowledge of energy and climate.

Vincent Swinkels
Independent consultant at VS Sustainable Strategy / SQ Consult
Vincent is an experienced consultant in the field of climate, energy and sustainability. He has built up a broad knowledge of sustainability issues in various sectors: energy, industry, infrastructure and the built environment.
In recent years, he has supported the Port of Rotterdam Authority and Rijkswaterstaat (the executive agency of the Dutch Ministry of Infrastructure and Water Management) in the development and implementation of programmes to make infrastructure projects circular and climate-neutral.
For SKAO, he is involved in improving the CO₂ Performance Ladder, the Ladder’s tendering method and the development and updating of the Measure List.
Vincent holds a degree in Industrial Design Engineering (Delft University of Technology) and an MBA in Strategic Environmental Management (University of Amsterdam).

Wim Turkenburg
Physicist, professor emeritus of Science, Technology and Society at Utrecht University and energy and environment advisor
Former director of the Copernicus Institute of Sustainable Development. Also board member of ECN International Energy Initiative and ipcc, among others.
Expertise: energy and environment, including human-induced climate change.
Employees
The secretariat organises meetings for various groups, including the board, the Central College of Experts (CCvD), and working groups. It also handles communication, manages the website, organises presentations, and supports research to improve and further develop the Ladder.
Board
The Board oversees the Ladder’s independence, quality development, use, and promotion. It includes a diverse group of representatives from commissioning parties, businesses, academia, and social organisations.
Central College of Experts (CCVD)
The Central College of Experts (CCVD) manages the daily operations of the Ladder, keeping the certification scheme up-to-date. It includes client and contractor representatives, with its secretariat run by SKAO.
Procurement Advisory Board
The Procurement Advisory Board includes representatives from major clients who use the CO₂ Performance Ladder in their tendering process. The advisory board advises SKAO on legal matters related to procurement, particularly regarding the development of the most economically advantageous tender (MEAT) criterion and the Procurement Guide.
Technical committee
The Technical Committee (TC) is composed of the lead auditors of all Certifying Bodies (CBs). It advises the CCvD on how to interpret the CO₂ Performance Scale and manage the certification process. One of the main tasks of the committee is to discuss topics related to harmonization. Once these topics are approved by the CCvD, they become official decisions known as harmonization acts.
